New Requirement for Newborn Parent Education

In May 2018, Section 44-37-50 of the South Carolina Code of Laws was amended. For hospitals and DSS, the change requires that the video presentation explaining the dangers associated with shaking infants and young children be revised to include safe sleep practices and the causes of Sudden Unexpected Infant Death (SUID). Hospitals must request that the maternity patient, father or primary caregiver view the video and sign a document as prescribed by DHEC.  

DHEC currently provides the video for education on preventing shaken baby syndrome (or abusive head trauma) to hospitals. DHEC is revising the current video and creating a partner video on Safe Sleep for infants. Each video is expected to be 5 minutes or less in length. DHEC is also revising the required parent verification form to include both topics. 

The legislative change is effective November 15, 2018.  In the near future, DHEC will be providing new videos in various formats (YouTube, .MP4, DVD) for incorporation into each hospital’s educational system. The revised parent form will also have the capability to be incorporated into EHRs, with electronic signature accepted.
