Federal Advocacy

Working closely with the American Hospital Association, SCHA communicates frequently with South Carolina's congressional delegation to advocate positions on federal issues that are favorable to our members and the people of our state.


  1. Ensure hospitals have the resources they need to provide high-quality care and meet the needs of their communities.

  2. Achieve clinical integration which requires changing provider culture, redesigning payment methods and incentives, and modernizing federal laws.

  3. Encourage policymakers to act quickly, if necessary, to preserve access for the people who cannot afford to buy insurance without subsidies.

  4. Support the Medicare Audit Improvement Act of 2015 to improve the Recovery Audit Contractor Program.

  5. Support the Flexibility in Health IT Reporting Act to give providers more flexibility in meeting requirements related to electronic medical records.

  6. Support the Resident Physician Shortage Reduction Act to increase the number of Medicare-funded residency slots.

  7. Support the Hospital Payment Fairness Act of 2015 to correct a flaw in the calculation of the area wage index.
